TRCPA - It's hard to say how many shares there are between the current price and .03. CSTI is flagging the minimum needed in order to establish a market. He may have many more shares to sell. Truth be told though, the MM's seldom have a really big cache when they flag that way. It's likely less than 20k, but who really knows.
You are right though - not many shares remain to get above .03. The closer we get to the next 10Q I suspect we move up closer to .05 than .03. With a good report and any news this price will be in the mirror only.
