Based on the news and other events we know about it should be there already. I suppose those who were in before may be wary, if they didn't take the time to understand why it dropped back down again; "waveriders" who don't do any DD they just see something going on and jump in for the ride.
Slowly but surely is the better route anyway, IMHO, to ensure long lasting growth and stability as the PPS climbs.
