Same difference. I seriously doubt IR puts anything out without CEO approval and/or awareness. The CEO is where the buck stops. Passing the buck off onto IR don't work with me.

Yup! and after he strings everyone along for a while they'll replace him with a new IR who can string everyone along until he gets replaced. IMO
