In Chad you are talking about a country with almost no infrasturcture. For a new operator to set up there to drill wells will take years. You have safety concerns. You have to find expats to go there. You have to house your employees. And if ERHC is the operator you have to build a company that has that capability. ERHC currently does not. Even a major oil company doing business around the world would find it difficult. For a company like ERHC it will be a monumental task. The best thing they can do is find an operator that is already doing business there and try to partner up with them. Otherwise it will be very, very tough. Offshore is far more expensive and challenging technically and financially but I think onshore Chad will be much more challenging logistically.
