Stephanie -- and to note, Lew did misspeak in saying the budget resolution specifically could/would be filibustered -- but he was absolutely correct in the (presumably intended) broader sense; in order to actually implement the provisions of the budget resolution, there would be many additional actions the Senate would have to take that could/would be filibustered
