Only 1 person in the world knows the answer to that question. He says the Q's are all done its just a matter of releasing them in conjunction with the uplist/production PRs in a manner that impacts the the share price the most.
My sense is the 10K was held up for many reasons and that it was not intentional. The Q's however are part of a larger strategy to create momentum.
It appears they are working on a joint venture with Keegan and want to release that right after they uplist.
All IMHO but based on conversations with SP where some of the dots weren't connected.
