Of course electromagnetic waves have energy. No one would dispute that.
But energy is a scalar quantity in this context. No way it could impart the sort of information that could make an ion in solution interact significantly with a specific cancer cell or HIV and not with other cells.
The concept that it could is simply ludicrous.

No one has even attempted to explain it without lapsing into either "black box" explanations or tautological "explanations".
The "concept" of "programmed" ions in solution is meaningless in scientific terms.
Even a High School science teacher knows that and could explain that.
