Who cares who "authored"the document. It is nothing more than a standard document that any company can use....fill in a few blanks and sign it. That's all!! So as far as I'm concerned it could have been Howards pet monkey(snoop) who authored the document in question! Point is...it's 100% inconsequential who authored it. What matters is who signed it, that was Howard.it was also Howard who followed thru on the timeline this document gave to file PHAR's yearly report.
