Vanguard. $3000 minimum to open account. No issues with CGFIA. $7.00/trade for the 1st 25 trades.

Scottrade, no $500 to start, but you do not need to maintain that balance, $7.00 per trade, plus 1/2 of 1% for any stock priced below $4.00.
