CAVD (Catalytic Added Vacume Distillation) is no fraud or scam. What was fraudulent were the claims of what the yield was, what the fuel could do and what the costs were.
JR's invention is in use today as a continued development by John Stanton. CMT in Missouri is running one with tire feedstock to produce activated charcoal and carbon black. Stanton's fraud was in separating the invention (and money) from the shareholders.
And, finally, the SEC case against JR was due to his selling stock away from false PR's. The case was financial, not criminal. No one was ever going to be charged or go to jail.
