Isn't any news the company puts out via market wire, twitter, facebook, website considered promo such as in May for Walmart in July for electro collection. Now if you think the owner of the company was not aware of this most recent pump and dump then you are truly naive. In my opinion she was well aware and may have contributed to the payment of promoters to pump the stock.
