I can't purchase shares online from firstrade. It says 1:1000 R/S, please call customer service to place your order

I go through TDAmeritrade. They have a "DTC chill" on GERS.
I wanted some more shares during this dip but could'nt buy.
At least they answered the phone fast. Have to get back to work.
