Another aspect is momentum. They want to make sure that all the road blocks to investing (such as CE, and up-listing) are completed before issuing PRs so that the maximum number of potential investors are accessible. Then, they will issue a steady stream of PRs to garner interest in our company. This way, they will have enough ammo (i.e. PRs) to maintain the steady flow of information and they will have the maximum number of potential investors listening.
That is my take on the whole thing. The last PR was light on details allowing them to republish that "news" after we are current as part of the "steady stream" with greater details. That soft ball, in my opinion, was a gift to the share holders to help us understand what is to come.
