Someone who puts in a very low bid order like that assuming that it won't come down that low but if it does then they will play it, otherwise they just don't plan on getting in. Just a guess.
I would be suprised if it does considering we have not gone that low before. But who knows. If it does then it will be nice pickens at that level.
