Doesn't the "subject to financing" mean that financing is still pending?

JECC of Quebec, Canada, an engineering construction firm, has been identified to undertake the fabrication and installation of the TCS system, estimated at a cost of $7.5 million gross, which is subject to financing, and which accrues a negotiated commission to Tirex.

I'm thinking once everyone see the success this process has simply to REDUCE scrap tires and turn them into something in HUGE DEMAND that being road construction for one...

who knows? state level then federal level of government? I can't see why the federal department of transportation would NOT at least consider the tremendous technology involved here!
