California is no more open to alternative than any other state. I said it is a bad business environment. There many other places that offer better production opportunities. Right to work, low taxes and not magnets for illegal immigration. California has wacky environmentalists that do not like the idea of an engine that does not pollute because this will destroy their argument. I don't mind save the whales and save the snails but you don't do it by destroying humankind. As the state stands around and will not clean the areas forest floor of debris to burn as energy they let whole neighborhoods burn down. Why? California believes in "Sanctuary Cities" why? If you care about the Mexicans that cross the border for economic reasons only, then it would be far cheaper and much smarter to do business in Mexico.
Mexico is just as beautiful as California, the people are great and hard workers and they could build these engines. If you are not careful that is exactly where it will happen. I am reasonably sure that when the time comes they will be making some parts of the engines. California needs to make adjustments for providing cheap fuels and your algae production should be on the top of the list. Once you scale production up the wackos will be out to stop it. That is your problem in a nutshell.
