Somebody went on a buying spree between 10:22 and 10:29 accumulating about 200,000 shares at 4 cents. It looked like the 4's were about to disappear. Then 2 market makers threw a roadblock in by lowering ask down to .0395 and that put a dampener on things.
VNDM is holding the ask at .0395, with a bid at .038, they were just at .0385 on bid, so there's definitely some games going on to suppress a rally and get people to hand the big boys their shares.
