One does not have to go to court when you are arrested, one could have been just a failure of a traffic ticket payment where a warrent is issued, pay the fine and no court appearence, but once you get into the detention center you are mug shot & finger printed, this is one way for a mug shot to be taken, not proof of any conviction, only courts can convict not the cops and the jailer. A public record is recorded only with a court appearance, and this is his Broward county court record, I will search Palm Beach and Miami court systems also for any court appearances. This is the only proof that is fool proof.
So what we have here is a X board member who is a bad driver, but not convicted of any other crimes in Broward County Florida.
