Depends on the broker. I had another penny stock at two brokers and couldn't sell it at one (order was DENIED) but could on the other). Bottom line is increased legislation will make penny plays in general riskier for folks (I'm sure they wanted to have the opposite effect) at least for those who got in a while ago.
