If it was a dormant shell, they would still have to file financials to get off the pinks. Usually the purpose of the shell is to be able to issue shares immediately and at less cost. They are beyond that stage already.
However, judging by the financial statement they filed with pinksheets, it probably would not take too long to have them audited to file the needed 10Qs and Ks.
But unless I am wrong they won't be able to move up until they have filed the financials with the SEC.
