BNE did not lose their concession. They lost the rights to more exploration in that concession block. BNE will retain control of the fields they have discoverd for 25 years after the commercial declaration was made.

Look at BNE's infrastructure. Treaty has the concessions and contacts. Treaty may be awarded a refinery.

But BNE has infrastructure in place. BNE has over 200 employees already skilled and trained.
