Market Makers (Money Makers LOL) have L3 (allows entry of trades) which would give much more information than L2.

MM's receive money for every trade, they don't care if it's technically a buy or sell.

At the end of the day there will be money counted on both sides of the trade so the bid and ask determine whether it is a buy or sell. Trades between the Bid and Ask cannot be determined by this so they are considered unknown.
