Funny but not so funny, they appear to be ACLY leases as of current. And If Pinedo goes out of the picture his name won't be connected to them either! I think there are great forces working in that direction than not.
There may or may not be fines associated with each lease. That is just a cash payment to renew or update to current. The system just wants the money and does not care that the holes in the ground never operate. And in any event, I am sure there is a way around names!
