"by" 2nd quarter could mean the first though Q2 is only 3 months away.

That said, XTR isn't their only customer, and John said he wanted a few MORE processors up and running before using the blending site for transport fuel. If they don't sell transport for 3 months from now they will likely be selling fuel oil #6 and/or dyed diesel fuel in Q1. Remember, they got a license to dye their own diesel fuel in the beginning of Q4 which has nothing to do with the XTR deal which is for clear/white diesel/gas.
