Dave, I'm not sure I follow the question, but... yesterday there was a 500 share print at .03 at 9:30:06, before some of the market makers posted the sell orders they had. That usually happens between 10 seconds and up to a minute or two after the open.
Right now, there are 5000 shares offered at .016, 9300 shares at .0249 and 5000 shares at .03, and the .016 and .0249 MMs may also have other orders below .03.
