What you have stated will happen, it all depends to what degree.
Those that do not wait for that vital P.R. will loose a substantial amount of money. The only way is to stay the course and avoid being manipulated by the M.M.s .

rookiecrd1, financing deals on penny stocks generally involve selling of discounted stock which is bad for current shareholders.

Hope that a PR like that does not come out.
