I don't know if Shell has anything to do with Escopeta. It took a long time to get it to Alaska because of some antiquated laws (The Jones Act) and the lack of american companies that would do the job of moving the jack up rig to Alaska.
The Jones Act prohibits foreign companies of doing this type of service (moving something from one american port to another or something to that effect). I had the Jones Act memorized 25 years ago for my Alaska history class, but time erodes my memory.
Escopeta was in the proverbial "Catch 22" situation. Escopeta had to get waivers, and that took forever. The actual trip only took about 4-6 months (I'm guessing on that part).
