I'm guessing its both. VFIN can't be mucking about for no reason. I suspect they're keeping the price in the .0005-.0007 range to attract new investors. In short, I think people are picking up cheap shares, with the knowledge that they will be worth much more in the coming year. Opportunity remains for others to buy in at the same price too.
