I am in the aviation business and want to explain that a partnership/agreement with another company (Berry)is just that a partnership/agreement. It basically means they are supplementing their fleet with a charter companies aircraft.

That being said it would allow them to fly AAVG missions using the other companies crew's/aircraft/FAA certificate, and would not need theie own DOT certification to start operations. Companies such as Netjets and Flexjet use charter companies all the time to supplement their fleets.
