The O/S has been the same for weeks. It is high, but at this PPS we are only averaging 3.5MM shares per holder, which isn't a whole lot at this price. Granted there are a lot of us who bought at much, much higher prices. Still, I do believe that they are fulfilling what they have said, just not in our time. They say "soon" and we think "tomorrow." A few months can be soon in relation to the circumstances. I do think they should have been more clear about what, why, how the contract will come about (ie. once revenues are in the contract will be announced). I bought a small amount in the spring and really bought in on the CC. I'm only long this and one other penny. I'm not going anywhere anytime soon, so the fact that the PPS didn't rise doesn't bother me in that respect. I just don't see how we didn't move up on so much volume. Granted in two days we have traded less than half the float. Still, this thing should have moved up, especially on this news.

R3 I am very concerned our little investment here is going to lose another great opportunity and a ton of new money and investors if this is once again the dilution we've been experiencing all year and not honest trading and individual flippers as some make mention. What say you? This baby should have started going up by now one would think; AIMHO.
