Sunfps: The SEC alleged stock promotion in their ADMIN Proceeding and SEC Suspension of LLEG.

The DTCC puts stocks on trade for trade when it is believed a company has sold unregistered stock or improperly registered stock. The DTCC and DTC are the gatekeepers for official, registered outstanding shares of all stocks. When companies engage in selling shares outside of the official, registered Outstanding Shares the DTCC and DTC get their knickers in a twist and chill the stock.
