let me explain how these construction jobs work...

1. They bid on a contract
2. They receive the contract
3. They work on drawings and engineering, approvals, et. al. for a minimum of 3 months and as much as a year
4. They get a Notice To Proceed and they start the work.

Most of these jobs that they got were over 18 month long projects and as much as 4 years. Most of the money isn't received until they start doing the work. Many times these jobs get delayed and they don't start when anticipated, such as their work in Korea on the Golf Course job. It was delayed due to the Tsunami and Nuclear issue in Japan. There is retainage (hold back) of monies as well which you don't receive until the job is officially closed out.
