Regarding my hopes that AFPW is targetting NOAA for their marketing efforts, I just learned the following tidbit of information:

"Louis W. Uccellini, Ph.D., director of the National Centers for Environmental Prediction for NOAA’s National Weather Service in Camp Springs, Md., has been named president-elect of the American Meteorological Society. His term begins in 2012."

Therefore, AFPW will be able to showcase their PBIS family to the NOAA man himself since he'll no doubt be at the AMS conference in January as the new AMS President. HOpefully they are able to corner this guy and talk about making the PBIS NOAA's standard for balloon launching!
