How about if they used this new process to deposit a layer of Kryron on the current ceramic plates? Might it not reduce/eliminate spall and other fragmentation and at the same time protect the ceramic from shattering? Might be more cost effective and then let the current manufacturers get the NIJ approvals.
Just a thought. No idea whether it would work or not but might be worth passing along.
