Yes the Liberian business is signed off on.I have seen the paperwork, Some of the first contractors already have successful experience in working with African Countries.
If you can ( everyone) take the trouble to go to PGIE Offices and talk to the people there.
I think that anyone investing large sums in a company should do that.
