Deano, it is standard procedure to issue Subpoenas even when the witness is not hostile. It makes for a cleaner paper trail in the files, and accompanies the reimbursement requests for travel, hotel, etc. In this particular case, the Subpoena included a request for production of documents and objects (flash drive). It had to be spelled out to ensure that the witness was aware of what was expected of him.
