Take a look at the PDF version on the DOT website. It shows that all of NowAuto's lots are licensed. You can also sort the Excel document by the Business Name field and get the same results. Also, that document only shows the expiration date of the licenses. It has no information as to whether the Tuscon site had a license before July. Tons of the licenses expire the same date as the NowAuto licenses (6/30/2006), so it obviously does not provide any information as to when the Tuscon site got their original license. In absence of any hard evidence, I consider it just another speculative bash.
