They don't have the cash. But they do have the assets, and the earnings.
They have decided to grow faster than operations and the dairy sale and grants supply cash, or, their capital expenditures are running higher than they expected.
I think it is a combination of both. They have targeted VERY aggressive growth, and inflation has exceeded their expectation.
In any case, they clearly see a pretty gaudy return on investment, starting pretty much now from an earnings point of view, and 2013 from a cash flow point of view.
