The breakout board is strictly post related. Its based on the increase or decrease of the amount of posts from the same period last week. So usually when a quiet stock gets a lot of new interest and increases the chatter, it shows a major increase in percentage to posts from the following week, hence moving up the breakout board. Which usually means some activty in the stock good or bad. Thats why a lot on the breakout board is also a tanking stock and lots more talking about it.
