Why havent we seen any charges or fines by the SEC?

They have had plenty of time.

Charges were made in the order to suspend trading.

Laidlaw Energy Group, Inc. is a New York corporation based in New York. Questions have arisen concerning the adequacy and accuracy of press releases concerning the company’s operations, the accuracy of its financial statements, and stock promoting activity by the company.

If you scan through a few of the cases in the following links you will find cases 1-2 yrs in duration.

It's unclear where or if the SEC publishes fines. No doubt the media can obtain that information (Freedom of Information Act?) for large fine cases of public interest.

Maybe your question should be: Why hasn't LLEG issued a PR indicating the SEC investigation has been concluded. Why haven't they issued a PR indicating a 10Q will be forthcoming by a specific date, and a named MM to sponser and file a 211 has been found? Note again, USOG also in the gang of 17, issued a corrected 10Q the first week of August. The SEC isn't preventing LLEG from responding.
