I think he is saying ERHC is waiting for Total in the JDZ so they have the financial capabilities to proceed with the EEZ, not that the two are actually tied together.

Agreed, but contradicting that statement is the fact that people say the JDZ thus far has poorly impacted the EEZ auction. It's like advertising. You know it should affect any decisions, but it does anyways.
