IMO, the report is still being finalised. I work in an industry where I deal with a number of study reports. It can can weeks for things as simple as grammer or layout corrections before the report can be finalised and distributed. Also final verification of numbers and/or tests, that should be incorporated into the report, may still be outstanding. If management was reviewing a 95% report at the end of Sept, then we should be very close to the final report coming out. Something of this magnitude has to be carefully reviewed by a number of stakleholders before final sign-off for distribution.
I wouldn't be to concerned. She'll be coming around the mountain in the very near future.
