I am not sure what default system kicks in but it took a few weeks to provision the entire Tivus channel line up.

It is unclear when the work was started and completed.

It is clear that it was not a good thing as SP called it a 'sobering announcement'. As Wagget points out, I am assuming that if the announcement was sobering then the work did not get done before Echostar fully shut down at the end of September and that it added a layer of cost and delays.
