There has never been an official lock. If you mean did the big player that controls basically all the clearing? Yes the DTC said they would not clear for SFIO a while back ( lock ).
But to answer your question, no, no governmental lock or halt has been placed on SFIO. There are brokers who still allow you to buy and sell.
Also more brokers that allow you to sell but not buy so they can cover their deficit of shares. No, they are not just trying to be nice and take your shares off your hands for a loss to them, they need them ( Hence the you can sell, but not buy. )
Anyways, until the DTC gets pushed into playing fair for the average investor and not just so their big money clients can cover we just have to wait until they have covered all their air shares. When that happens they will unlock us.
Until then, there is no way we get unlocked so they have to pay more to cover what they are lacking. Sad, but true.
Edit - What is even worse is I bet if SFIO decided to authorize a bunch of more shares to allow them to cover, the lock would be gone in short order.
