That was not the resolution of the case. That was the government's position. It's like if you were to sue someone. The next thing is that it is settled in court, or out of court between the parties and their lawyers. Wito and I wanted to see how it turned out. Lots of people have tax liens against them. Every year, the local paper publishes a list of people who have not paid their taxes. Some may be in the middle of negotiations with the town over unfair assessments. Some get extensions, or pay them later. There are lots of reasons why people do not file timely tax returns, and they are not illegal. A lien is just a way to turn up the pressure on someone to pay. That excerpt only provides half of the story.
