I have heard it a lot this last year! That is what he is saying! Think about it.... it wouldn't stop naked shorting only the loaning of shares to short!

Myself I put in a sell order for my shares a little higher than I expect and adjust up or down as needed.

In todays market I want to be able to sell when needed and leave my shares with the broker! jmho
