The fact is it's either unsigned, or signed but deemed not material. I personally believe the AA would be material given the obligations & rights it (apparently) quantifies/qualifies.
If it is not signed, it surely does not mean progress is not being made. The BIG hurdle was the master agreement, and that's inked. What's left is site-specific details, of which I hope we'll get an update soon.
If it is signed, then either we'll hear about it imminently, or I'm wrong and it's not materially relevant.
