Wait what? Proposed Orders are in fact filed publicly, if you don't file a proposed order along with your motion, it will be rejected and you'll have 24 hours to re-file correctly.
Maybe the Judge just requires a Word/WordPerfect draft so he/she can make changes to the Order if necessary before signing, or to add his/her own custom signature line.
