I may be wrong but the way i understand the rule is all companies and all division must have at least 3 years of audited financials before they can becoma a reporting company.

if they are less than 3 years old then they have just that history but if they are more than 3 years old they have to have all consolidated numbers audited.When i get some time i will research it.
