Not shares outstanding per recent info from the company which I found as: 955,144,232 as of Aug 19, 2011...

but authorized by share holder vote via when ever a proxy went out?

I am too new in this stock to know this bit of history.

Point is, they can print only up to what the shares holders voted them to be allowed to do.
